People think it can't because supposedly if our choices are predetermined then that means we aren't really the ones making them and we're powerless.
They forget that we, down to the very core of our being, are also predetermined. We are part of the predetermined entity. The mechanism which makes the choice, despite being deterministic, is a part of us, we who are also deterministic. So we still make our own choices. Ergo free will
