It's kind of hard to put it into words, but the idea is that there are layers to acceptability, mainly due to things like appearances. Someone might find an attractive person who's like that more acceptable than an ugly one for example, and so the ugly one is running up against the attractive one while the attractive one is still running up against society because they aren't fully accepted if that makes sense.
