OK, spitballing time is over. Time to start searching for "soft disclosure" via mentions of GATE in non educational contexts and working backwards to see what it is they're disclosing. Since we're all a bunch of fucking weebs let's start with an anime.
There's an anime called GATE: Thus the JSDF Fought Here, that is very obvious government propaganda. The tl;dr is an isekai portal opens in modern Tokyo and Japan sends the military in to fight off magical threats. The GATE anime is based on a light novel series that was first published in 2006.
