Have you ever heard of the Posse Comitatus Act? Posse Comitatus forbids active duty members of the U.S. military from performing domestic law enforcement. The law was passed after the gross abuses of U.S. Army during reconstruction after the Civil War.
Wyoming National Guard might have been believable as the National Guard is under the command of the governor of the state and not the Pentagon. But, no, a Navy SEAL team did not perform an insertion on a target inside the United States. Even the most junior petty officer on the team knows better than to perform that unlawful order. Some Virginia Farm Boys (aka FBI Strike Team) would be used like they did in Waco and Ruby Ridge if they were getting covert militant like that.
