You can look at the 1970 census yourself. There is no Hispanic or Latino category. Just White and Negro. They literally count people born in Mexico as "white stock" lmao. California didn't go from no Hispanics to 20% Hispanic suddenly in 1980. They simply were not considered a separate category until then.
