Back in the original DBZ manga, Toriyama got tired of colouring Goku's black hair and eyes in fully and decided to make the transformation blonde so he had to do less work. If I recall correctly, this is the same reasoning that caused the ninjas in naruto to have headbands because Kishi couldn;t be fucked to draw Nardo's goggles everytime.
