System Shock gets some slack for having to work within the tech limits of the time, but it's a fairly generic scifi plot and the gameplay is keycard-hunt hell.
Bioshock 1 had a cool setting, but the gameplay itself was nothing to write home about. Bioshock 2 was just a boring rehash. Infinite's setting is nice to look at, but everything about the gameplay and story is awful.
