Well, the reason for that is you play as Franklin and you must choose in the game ultimately do you off Trevor, who is the fallen angel Azazel, the Beast from the Sea who lives by the Alamo Sea. The Prince of Clowns who taught man cosmetics who is haunted by visions of clowns. Or do you off Michael da Santa (da Satan) who is Samyaza, the leader of the fallen angels of Enoch.
In the Book of Enoch one falls, one is burned. What are there fates if you choose to punish them in game? One falls, one is burned.
Or do you side with these two and take out Devin Weston (God) and his CIA sidekick (Jesus)?
