Other than with readdressing the stuff in my prior ramble, cause, wow, so much of it is wrong. I was aware that I've forgotten a lot from the game since my last playthrough was more than a couple years ago, I had actually forgotten the existence of some levels entirely, but I didn't think that it was this bad. And I spoke like I had all the ground to stand on, that's the messed up part.
I mean, even if it weren't for terrible memory, I literally hadn't even played around with the stealth or melee mechanics enough to even know anything about all this in the first place. Dumbass.

They did, retard. Practically, at least. A hit to the head has a 8x multiplier. If you stack that up with other multipliers like stealth, you can get up to 27000+ damage in a single swing with the Dragon's Tooth.
But neverminding that already overpowered thing, that's still enough to kill a power armor trooper in a single hit with a mere combat knife at untrained low-tech skill. And even if you don't have the stealth multiplier for that, 8x more damage is obviously still very helpful in whatever situation you might be. Upgrade low-tech once, and you can take a common trooper down with 2 hits to the head using the knife. Pretty convenient if you mess up your stealth, which will happen thanks to botched hitboxes. If you hit an enemy at point-blank and don't kill them instantly, you can still salvage it by doing 360s around them while aiming at their head.
That's because, if you're too close to them, they'll refuse to shoot or do anything at all until they've completely faced you.
I think they're specifically programmed to act this way, so that when you mess up your stealth, or draw attention in a way, they first take a look at you before instantly starting to move and shoot.
