The only people in Hell want to be there. You don't go to Hell for your "misgivings" but because you rejected Him and His Son. All he asks is that you love Him and trust in Him. That's it. But God will never force himself on you. You have to choose to come to Him willingly, otherwise it isn't real love. Likewise what's the point of letting people see God and know with absolute irrefutable fact that He exists and then let them make up there minds? It isn't free will at that point, they're forced into believing.
So it isn't that a person can't grow but rather they can't freely choose to believe in God when forced to see Him face to face.
