This is similar to what the nordics used to do before they were civilized, they split up into different towns whenever they got too big, but still remained part of the same tribe.
It's impractical to live that far north as a large group in the first place, since food is scarce, you're better off surviving in small groups of 10-20 each and sending excess away to start other groups in different hunting spots.
