It's most certainly a resonance pattern, from the small area spinning, the other storm bands also spinning, but then the hole in the middle is from the clouds losing energy at some rate high enough to restock the lower latitude bands with winds, and these dual rotations are at a resonance of 3:1. You an make the same kind of resonant structures (tornado with coiled stripes down the walls at equal spacing) in any sink or bathtub that drains quickly.
