Unlike MTG, which has multiple formats and a system for standard that allows them to keep making cards that have somewhat similar functions, yugioh has all cards legal except for the universal ban list, which you either play with in tournaments or without in casual. As such, yugioh needs each new set to have cards that are unique and powerful enough to pay for over the last set of cards. The result is that normal monsters have become abnormal, there's an over-reliance on archetypes that outperform the previous ones, and cards have effects upon effects in order to stand out to players.
