Once the population thins out from the excess cancer the vax caused and fertility starts to dry up, I would imagine the remaining 30% would be coaxed into a utopian bargain of AI robot labor and excess abundance to keep them from even brisking the truth of the oncoming end.
Essentially distract the remaining masses with a lap of luxury a la those old "the year 2000" comics from the 1930s where everything is cheap, efficient, and commadating so that once the event happens most will be blindsided and die, and any who RNG out will have been made indolent and weak from that cushy life to be able to survive long after the grid is down and the crust displacement event ramifications persist.
