Lucifer's plan was rejected for two reasons:
1. It was a power play to steal glory from God the Father.
2. It would have resulted in the damnation of all God's children. Lucifer claimed to be able to exalt us without the law, but the law, and the consequences of breaking it, reflects Godliness and teaches us how to become like God. No law, no teacher. No teacher, no progression. No progression = damnation.
