로 is pronounced 노 if it's the beginning of a word, even in ordinary words where it's not spelled like that but in names they changed the spelling for some reason so it's closer to the real pronunciation
If a name is not of chinese origin and begins with ㄹ they drop it. This is why the name Lee is actually just a fucking 이. North koreans dropped this kind of thing and Lee is actually spelled 리 there.
