Exactly. The foreskin does. It impacts health and sensation of an organ. It is attached to it and provides a function.
Why I bring the ear lobe up? It's a proper comparison. Well its "just a flap of skin too" but to remove it, or alter its shape is a disfigurement and causes pain.
We don't give infants guages in their ears. If its considered abnormal and disfigurement to significantly alter the ear lobe, and more so on a child, it should be considered disfigurement and cruelty to be done so on a child.
