It just happens to be good at stopping lower caliber rounds at a lower thickness than other steels.
while we're on the subject of mass, bigger bullets are actually worse at penetrating steel (and any other type of armor), because they're both bigger and slower, and while more likely to crack and break an armor plate of AR500, smaller, faster rounds like the 5.7 and 5.56 are more likely to penetrate. stop talking about guns if you've never so much as handled one
