the executives are here to obaerve why cleaners kill whom they kill as it would very much be a legal issue so giving them right to kill whomever is a bad idea, unless they kill in self defrnse if they were even to atempt killing somebody who should not be killed they would be forcibly suicided
if an executive were to forcibly suicide a cleaner they would be forcibly suicided by other executives
however cleaners and executives would necessarily be anarchistic and vigilante centred, which cannot be legaly achieved, otherwise they would just become mercanaries that would be sold to the highest bidder
