Youkai can be created in three ways, I guess; Time, strong emotions or cosmic life force extension. I think Ran did the latter, with her power arsenal nearly similar to an independent god, she is capable to do so with other animals.
Because she thought Chen was the cutest of the stray cats around or maybe she had the most potential among them.
