If you surveyed half a million 18-34 year old virgins, and asked if they would actively participate in sex if it was offered in the next days or months, most of them would say yes...
But that's from a group that has wanted sex, but has not actively participated in doing anything that would assist in achieving it.
The same logic based outcome applies here.
They "say" they would "participate", IF someone else started it.
But the rest of the sample group is just like them, doing nothing, expecting someone else to start the movement, then they'll join in.
Factor in that many who said they would, actually wouldn't if it was real, and not a survey question, and the fact that nobody feels string enough to start the movement, and a followers feelings is equal or less than the instigator, it's highly unlikely any of these countries will go to civil war, and the chart/graph is nonsense.
