Cats don't make much noise normally. Most meowing is a cats attempt to mimic human speech to get our attention. So when a human makes pspspspsps noises at a cat, it's usually only effective as a cat call because you bring food with you. It's the food not the pspsps. They just learn to associate the pspsps with humans giving them food, if they had that experience. Not all cats have that. Feral cats won't know what the fuck a pspsps is about. It will look threatening.
