Josie resonated with certain interactions and not others. Giving her a specific positive fishtoy with the plushies would not work on any other fish, they would not respond as well as she did to that particular thing. Just as 'scream at letty' was a fitting version for her case. besides its good for the show to offer a counter to the more negative stuff, and she was on the card for the generic bad fishtoys anyway. It makes the most sense to me that production was just testing stuff and iterating as the show went on and this stuff is a result of that and not something planned in advance.
