In addition to the points I already discussed, there's also the fact that anime studios themselves have been changing, and artists largely attribute their artstyles to the media their inspired by. 90s anime looks completely different from anime today, and so does the fanart.
There's also the fact that anime, and the internet in general, has become much more mainstream since then. Bigger audiences means more people to make art, and better chances for a good artists to be among them.
People could've just improved in that time frame as well. 8 years is a lot of time to improve your work.
As for when this change happened, I don't have an exact date for you, but it probably happened as a gradual change.
