Upon my most superficial consideration, it seems to me that MP's in a House of Lords would always have to play politics when trying to drum support for their initiatives. The effect of the political scheming, in my view, is reliably that the good part of the initiative is tabled and only the shit remains by the time it has enough support to get done. Autocratic monarchy isn't like that, in my estimation of the practice. Obviously fake parliamentarian monarchy is like that but with autocratic monarchy the king does not ever have to play politics to get his initiatives done. The king can just kill his opposition and then everyone will quickly learn not to oppose the king who didn't already know that standing in open opposition to the autocratic monarch is unwise. A second consideration is that all forms of democratic governance are inherently satanic and God has promised in Isaiah 1 to bring back the people's rulers as they were at the beginning, which means to bring back autocratic monarchy.
