When different races are separated by their own states these disputes do not disappear, nor do their territories geographically distance themselves from one another. You would continue to have disagreements over trade, past grievances, and potentially territory. If you think that racial differences lead to friction, then you would continue to have this friction but with two states willing to go to war with each other. If there were no race-states and a judge to determine the outcome of disputes it would avoid unnecessary bloodshed for all sides.
History does not disappear either. If a race-state were to be implemented in a place that was multi-racial, there would be areas where different races would be living together. Disputes over who gains that land would cause problems, and even if that was resolved, if people of the race that does not own that land but lived in the multi-racial area previously refused to leave, you would either have to accept them and reject a race-state, or physically remove them which would also end in violence. All groups would have a reason to go through this process if they were to adhere to the policy of racial separation.
