I'd start by making everyone sign in with a valid ID proving you are a real boy, that would in theory, prevent anyone from using bots. Instead they would have to hire dozens and dozens of pajeets to each run 20 phones with different stolen ID's which means the attackers have to spend more money, hire more people and commit more crimes in order to bot the site.
My second step would be dividing the chan into regions so real human beings from USA don't have to talk to so many envious foreigners who just actively hate us. I'd make international sections for crossover, but the majority would be mirrored and region locked.
Getting rid of the bot spam and the salty foreigners would go a long way towards making the chan respectable.
