I think that the way immigration is being managed is certainly one of the problems, trying to have migrants fit in as a whole, rather than checking if migrants can actually fit in first, but I don't think crime rates would change much in relation to that though.
eg, African migrants are easily exploited to work illegally in south Italian agricultural fields(or dealing drugs, or any other low tier crime), but at the same time there's a lot of locals that would be fine with that as well, it's just that migrants are willing to be paid way less than locals.
