Let's say it's novel kind of ranged microwave weapon that can cause headaches and ringing in the ears. But let's say they don't know for sure if it'll pop their celebrity dissident's head like a ripe grape. Now let's say they decide to test it out on some nobody instead. Maybe even few different nobodys. It would be much easier to cover up if something goes wrong after all. Let's say they do that, and let's say they choose a control group comprised of asocial weirdos who live alone and never receive visitors. If they start complaining about being harassed, who's going to back them up? Who's going to believe them? Who's going to even care if they die?
