Countries that may become (or already are) more prosperous include but are not limited to: Monaco, Singapore, Ireland, some states in the USA, other small island states and so on.
Once you account for social security contributions, federal, cantonal and local income taxes, VAT (which is expected to rise) protectionist policies which act as taxes effectively, the actual tax rate is much higher than apparent income tax rate for a given place.

Second, the fact that many aren't capable of financing this, doesn't justify stealing from those who can finance it.
Third, there exist privately funded scholarship programs. Also in some cases, future employers are willing to invest themselves in students.
Even still my second point would stand anyways.
