Most devs no longer care about optimization or making things run well on light hardware. It's all "well, I blew $3,000 on a PC, why can't my customers do that if they want to play my game? the guys I paid to review it did.", etc. This trend has been around for awhile now but it's practically universal today. I remember when RAM requirements were listed in MB and graphics cards were optional.
