The city in the picture used there is probably Cluj-Napoca. This is intentional, in the big cities of Transylvania (especially in Cluj-Napoca, Sibiu, Brasov) there is some Saxon blood/admixture. Altough not significant, this minority is forced very aggressively to push the idea that Transylvania needs to secede, and be more like Germany, and be independent, and constantly implied that those cities are the best in Romania.

To answer, Poland is more nationalistic, Poles have militias to prep for hard times (german and/or Russian invasions especially). In Romania the term "militia" has been subverted because the commie police service was called "Miliţie". Also if I recall correctly Poland has better gun legislation to train militias to protect the country. Romania has pretty harsh gun legislation.
I've never met a Pole IRL. But they're mostly Catholics and we're mostly Orthodox. I strongly believe the Catholic psyche is different from the Ortho psyche. (especially how power and authority is viewed).
At this point I don't know who's got more gypsies, maybe Poland is more succesful at keeping theirs contained so they don't nomad around EU and make a bad reputation.
