You may be thinking of what Bevan found at Wright Patterson in 1994.

He claimed he saw a tubular cigar shaped object in space with domes on the ends.Also saw a file with 6 (or so) 'USSS' designation names. These I contend are space blimps. As for the fleet to fleet transfers of Officers, those who look after the Predator drones are NOT passengers but they do fly them. I think these Space Blimps are similar or they may even be manned (but I would doubt that due to the effects of radiation and muscle atrophy from long term space exposure.)
As for the Apollo pics and videos, I've reviewed many of them, in one (this Apollo 17) you can see what either is a stage light come loose from it's fixture, or there are flying machines on the moon.
I will zoom in and show you a 1960s Stage Light for comparison.
