Yeah they're being reported for their handling of this situation for several reasons, not least of all that they found him, had him at gunpoint, then retreated and let him go cause he fired a bow and arrow at them so they wanted full safety gear before doing anything. During that half hour they were waiting for a colleague to deliver the gear he killed 5 people.
