That term applies well to chat communities. Thus, you cannot call people who come on Chan boards for the sake of doing subversive actions as "sock puppets", unless in case, for example, that the person identifies himself, like showing his face, has a constant behavior on the board, and pretends to subvert the group through behavioral engineering. That means, for example, that if that person just posts faulty arguments to try to subvert people, he is not a sock puppet, because that is not behavioral manipulation but more like neurolinguistical manipulation, but if the person, for example, makes regular videos saying how much he is hurt by users saying the N word, then consider that as behavioral manipulation, and thus, in that case, the person can be a sock puppet, considering the aforementioned conditions.
Another example: A female is subverting a group through her behavior (with consistency). Is she a sock puppet? No. Only in case she has a conscious notion that what she is doing is for a subversive sake and for the sake of a well defined third party. "Well defined" because that excludes militants who are aimless and have no future.
Some people consider Hasbara agents from the country you cannot criticize without being called "anti-semitic" as sockpuppets, but I do not. People have different comprehensions of what a sockpuppet is.
Coming back to honeypots and resuming the situation:
So these nasty people have decided that they prefer to have honey pots over shutting down government dissident forums and losing their ability to monitor and influence such people.
