9/10 most people don't have the balls to say shit. They might just glare at you like pic related. If they do say something then just let them know that they are in a public place, and you won't be using their photo for any monetary gains etc.
If things escalate then you can always offer to call the police to clear everything up.. You won't be in any legal trouble.
If you want to de-escalate the situation though you can always delete the photo.
And most importantly don't look/ dress like a creep. Dress in the most basic attire, something that is common and won't stick out.
Also don't be a pick and stick a camera right up someone's face..
