Right now you can't move in the Russian-controlled direction as a refugee because that would give free likes for pro-russian social media accounts and in the eyes of Ukrainian govt that price is deemed to be unnaccaptable for the safety of our civilians so they decided to put barrier troops, like the ones that were used by the red army in wwll against retreating soldiers, but in this case they are used against our own civilians. It means you can't leave encircled or even half encircled cities, if you're still allowed to leave your town you can only go to the towns where you will be used as a meatshield soon afterwards.
