Rowboat is the correct answer
He is not only the best but also the best written
He has an over arching character arc and actually actually develops as a character from the heresy era up unto M43. You could argue he has become the closest thing 40k has to a main character.
>isn't a seething man baby in the body of a super human
>can actually work with and interact around normal humans without sperging out or committing mass murder, is the most "normal" and sensible of his brother and of most characters in the setting despite being himself
>does make mistakes and learns from his mistakes
>isn't blindly loyal to the emperor or the imperiam itself , sees it as a complete failure and the emperor as a bad dad or even a monster, but he does what he does out of duty and loyalty to humanity itself
>does not regard the emperor as his father but only as his creator, and considers his adopted normie human father his real dad.
