This secretary is probably dictator's bastard son since he was taken from countryside to be made a doctor of the law. It says a lot that some nobody is 'randomly' taken and given highest education out of a blue. Well anyway, as one might imagine this makes tbe secretary completely dependent on his benefector.
So at first its about looking at how things work through the eyes of some poor teenager that ended up in quite a predicament.
As the story goes on, so pass years and then we arrive at somewhat changed visage of our mc... I think its important to note that from the get go we are told that this Requena fellow is ruthless right hand of the ruler of this smol piece of land.
And so after the introduction we are bombarded by seemingly random events that paint somewhat(at this point) usual dictatorial reality.
I don't know what to tell you other than to read it. As it is a fictional country all i can say is well... Just imagine any central american country.
