Do you have access to his front door? Stink bombs are a good way to harrass him. Mix up some cheese, milk, meat in a blender and liquify it. Put it in a little spray bottle and let it rot for a month.
Then every day, as you walk by his door, spray it with your liquid stink bomb hidden in your jacket. And his car too if you wont be noticed, and whatever else he owns. If its too noticeable once sprayed, you could soak his door, then wipe up the visible spray, leaving a stink he can't figure out where its coming from.
