Their strategy is to bait the divine into sending helper souls to try to heal the demons and make them not insane any more. It is possible that they can come back from rot. But most of the time all they are doing is waiting for yummy helper souls to feed them energy. Pacts are one way to do that but there are many. As many ways as various parasites can feed on a physical body like bacteria infections and so forth, so can the parasite find ways to siphon energy, usually from cyclic addictions.
