Peppers need alot of sun. Like alot. If your window isn't south-facing, they aren't going to work well. Also not all peppers turn red. Even on the same plant they turn different colors.
If you want to put peppers as an inside plant, look at 'Super Chilli' or other 'ornamental' style peppers. Look like picrel with peppers going up. They are very small.
I grew some of those in a 3 gallon pot last summer, and when I pulled them out they only took up like half the soil.
