This incident could have been an abuse of force if he were tased; but at least Daniel Shaver would be alive.
It is my opinion that Mr. Brailsford held a bias toward shooting someone. It is my opinion that Mr. Brailsford decided and declared at 16:58 that - if any opportunity presented itself - he would shoot Daniel Shaver.
