portugal pointed out something important about watching the outbreak state by state instead of nationwide, and i stick by what i said earlier: it's not a real "outbreak" until it reaches 1000 cases, then it's likely at a point where it starts spreading rapidly. we had +13k cases yesterday (today) top kek, but there's only a handful of states where it is serious
