90% of these women want to be looked at and nothing more. Women are deliberately provoking male lust with no intention of fulfilling those lustful fantasies. They're incredibly narcissistic and want to force you to see something you want but can't have.
Gyms are a huge humiliation ritual, where men go to pump up their muscles so they can imitate an exaggerated symbol of masculinity in the hopes of garnering attraction from the women they lust over, while those same women wear barely any clothing right in front of those men and yet don't want to be approached.
Go to a gym and observe the sexual tension, with the men peaking at these scantily clad women over and over as they do their butt exercises. None of those men will approach, and if they do, the women will reject them 99% of the time.
This is because the entire dynamic of modern gyms is a humiliation ritual meant to make men worship women, and for women to derive a sense of power from evoking lust within the sexless and desperate modern men that observe them. The level of sexual restraint and inaction in these men at what is the highest level of sexual provocation approaches levels that rivals even the earliest of eunuchs.
How there aren't more rapes is beyond me.
