Q is pretending to be in a place of power, at least an observer of the behind the scenes gears that are turning but Q is not a person but a program, it makes everything make much more sense, including the failed predictions, it's predictability algorithms work, but it doesn't take into account that "giving up your hand" can change the outcome of things.
