We are still living in a time where tons of people in USA look down on black people like some type of inferior race or class of citizens. So while technically them saying shit like that is racist in the same way it doesn't carry the same weight. An edgy teen saying "death to all jews" isn't the same as an old senator saying it publicly and so on. Same when it comes to certain racial stereotypes. While all is "racist" not all of them hurt as much.
