Seriously wtf where are you getting this information from? Sure the range will be reduced due to all of the barriers, but even being able to communicate with someone a mile away is huge when you're in a crisi. That's not to mention how dense a city is, so for all intents and purposes a mile in an urban setting != a mile in the country.
