After the jabs cancer that population over the next 10 years that will be a very manageable 1.7M in Colorado and 525,000 in New Mexico. The Elite moving into that area probably number in the 10,000s counting family and friends, having to deal with the RNG survivors of those numbers wouldn't be too hard. Either recruiting them, enslaving them, or killing them depending advanced they will be coming out of their bunkers.
As for wars, I can't see them being for any other purpose than to expedite population drops in areas that aren't jabbed enough.
