You can only find a narrative about it on Spanish language websites claiming the two men are "Scott and Jack Fileman" who became America's most wanted cannibals after leaking their activities "on the dark web". A lot of hoaxes are claimed to originate on the dark web, because there's no way to disprove that kind of claim (the darkweb is hard to archive or research). Problem being, there's no history of cannibal murderers by that name, and no history of men with those names being fugitives. It's hard to dismiss the image due to the anatomy of the body (one of the men is holding the corpe's dick, giving a thumbs-up) and the other guy is almost naked except for a thong. It's possible that this was some kind of low-budget movie, maybe one that was too fucked up or pornographic to be well known. Or it could be real. The "Fileman" story is probably creepypasta tier bullshit tho.
